Md. Shahabuddin Patwary
- Managing Director, IIFCMd. Shahabuddin Patwary, Additional Secretary (PRL), Govt. of Bangladesh is the Managing Director of Infrastructure Investment Facilitation Company (IIFC) with effect from 1 June 2021.
He joined ERD, Ministry of Finance as the World Bank Wing Chief on 17 December, 2019. Prior to this new assignment he worked in the Bangladesh Embassy, Washington, DC as Economic Minister from October 2014 to October 2019. Before having been posted in the Embassy he worked in the Ministry of Commerce in different capacities from October, 2009 to August 2014. He was also posted in the Bangladesh High Commission, London as Commercial Counselor during June2003 to October 2007. He also worked in the Audit and Accounts Department in various capacities since his joining the Department as a member of 1986 BCS: Audit and Accounts since 20 December, 1989.
Mr. Patwary had his Bachelor Degree in Electrical and Electronic Engineering from BUET in 1986, and completed Masters in Government Financial Management in 2000 from Ulster University, UK. He is married and blessed with two daughters.

Md. Zasim Uddin
- FCMA, FCS, MIPM, M.Com, PGDHRM, PGDHRHM, PDHRM, PMBA, PGDSCM, PGDSSD, CSCM, ITP, PGDCVITM, MIMC, CGA, CPFA, LL.B Executive Director (Finance & HR) and Company Secretary, IIFCMr. Md. Zasim Uddin is the Executive Director (Finance & HR) and Company Secretary of Infrastructure Investment Facilitation Company. He is also serving as Consultant of IIFC in different projects. Currently he is working in the assignment of “Revision and updating of previous study report on bus route rationalization and company based operation of bus service in Dhaka” under Dhaka Transport Coordination Authority (DTCA) as Institutional Expert, in the assignment of “feasibility Study of up-gradating Pabna Mental Hospital to International Standard and Establishment of Full Fledged Mental Health Services Unit in the Divisional Level Medical College Hospital” under Directorate General of Health Services as HR Expert, in the assignment of “Construction of Slipway with associated Machinery and Equipment” under Dockyard & Engineering Works Ltd as Financial Expert, in the assignment of “Feasibility Study of 6 (six) PBS's under Modernization and Capacity Enhancement of BREB Network (Barisal Division) Project” under Rural Electrification Board (REB) as Financial Analyst.
He successfully carried out many projects in IIFC namely in the assignment of “Feasibility study to undertake a project for operationalizing the NSDA, building its capacity, strengthening the Industry Skill Councils (ISC)” under National Skills Development Authority (NSDA) as Financial Management /Costing Specialist and in the assignment of “Competency Assessment for Capital Restructuring of B-R Powergen Limited” as Corporate Affairs Specialist, in the assignment of “Conducting Performance Audit of Power Generation and Distribution Units of Power Sector Entities” under Ministry of Power, Energy and Mineral Resources as Human Resource Specialist, in the project of Bangladesh Petroleum Exploration and Production Company Limited (BAPEX) titled “Institutional and Capacity Needs Assessment Study of BAPEX, Re-design of existing Organogram with allocation of personnel along with detail job description” as HR Management Expert, in the assignment of Petrobangla titled “Competency Assessment for Share Offloading of Companies under Petrobangla” as company affairs specialist, in the project of Bangladesh Power Development Board (BPDB) titled “The reform of BPDB as Holding Company in line with the desired goal” as HR Consultant and in the project of management consultancy services for North West Power Generation Company Limited, an entity under Bangladesh Power Development Board; funded by JICA (Deloitte, India leaded the assignment) as the Deputy Team Leader and Performance Management System (PMS) Consultant.
Prior to joining with IIFC he served Ashrafee Group of Companies as the Executive Director. He has more than 19 years of service experience in the area of Corporate Affairs, Legal and Compliance, Assurance and Taxation, Cost Audit, Finance and Accounting, Human Resource Management (HRM), Performance Management System (PMS), Organizational Reform and Capacity Building and Project Management.
He is a Fellow Member of The Institute of Cost and Management Accountants of Bangladesh (ICMAB), Fellow Member of Institute of Chartered Secretaries of Bangladesh (ICSB), Member of The Chartered Institute of Public Finance & Accountancy (CIPFA), UK. Muhammad Shamsur Rahman
- Executive Director (Physical Infrastructure), IIFCMr. Rahman is an Executive Director (Physical Infrastructure) of Infrastructure Investment Facilitation Company. He obtained his engineering degree from Bangladesh University of Engineering and Technology (BUET) in 1988, Masters in Business Administration (MBA) from the Institute of Business Administration of Dhaka University in 1994, Postgraduate Diploma in Islamic Banking and Insurance from UK and Chartered Financial Analyst (CFA) Level I from CFA Institute, USA in 2000.
Mr. Rahman is one of the pioneers who made the government and private sector stakeholders aware of the PPP potentials in Bangladesh. He has been serving as a PPP Expert for the last 20 years. He possesses an attractive combination of commercial and PPP skill. He contributed significantly in more than 40 PPP projects. He has a multidisciplinary experience with a diverse set of skills in PPP capacity development, policy development, institutional reform, regulatory framework development, PPP commercial analysis and model preparation, risk analysis, enterprise restructuring etc.

Munsi Shahid Anis
- Additional Director, IIFCMr. Munsi Shahid Anis is the Additional Director of the Infrastructure Investment Facilitation Company (IIFC). Mr. Anis had his MBA degree in Finance and Banking, MSc in applied Math, BSc in Math and PGD in Financial Management. He has extensive training in procurement management and Public Private Partnership (PPP).
Mr. Anis has more than 15 years’ diversified experience of consultancy services as PPP Commercial Expert, Project Development Specialist, Project Management Expert, Survey specialist in more than sixty projects (ICT, Roads, Bridges, Railway, Impact Assessment, etc.). He has been the Team Leader and Deputy Team Leader in various projects. He has also have experience in more than thousand technical and financial proposal writing. During his tenure, he has worked with many Government-Non Government clients, Development Partners and many International companies.
Mr. Anis is also involved in various organizational activities; he was the formal General Secretary of Khulna University (KU) Mathematics Alumni Association, Executive Member of KUAA Committee. He is Life Member of KUAA, KUMA, Registered Graduate Member (Senate voter) of KU.

Shyamal Chandra Nath Talukder
- Additional Director, IIFCMr. Shyamal Chandra Nath Talukder is an Additional Director in the Infrastructure Investment Facilitation Company (IIFC). Prior to his joining IIFC, he served Bangladesh Export Processing Zones Authority (BEPZA) for about 15 years. Mr. Talukder had his M. Sc. in Economics from the University of Calcutta and B. A (Hon’s) in Economics from the Rabindra Bharoti University. He also obtained M. Sc. in Health Economics and Master’s in International Trade and Business from the University of Dhaka.
Mr. Talukder has experience in the appraisal of development projects specifically economic and financial modeling and analysis of various sectors like economic zones/export processing zones/hi-tech parks, power and energy, transportation, health, education etc. He has also experience in public policy analysis/formulation and reforms, and analysis of cross-section and multivariate timeseries and panel data using econometric techniques. In addition, he has experience in empirical research in the field of economic growth and development, energy economics, education economics, and so forth.
