AKM Fazlul Haque
- Managing Director, IIFCMr AKM Fazlul Haque was born in most respected Muslim Family at Barhatta Upazilla under Netrokona District on 4 th March 1965. He started his education life from a Government Primary School which was situated at his neighboring village. He completed his SSC from Challis Kahania Hafiz Uddin High School and HSC from Netrokona Govt. College in the year of 1981 and 1983 respectively. He completed his graduation from the Dhaka University in the Department of Social Welfare under the Social Science Faculty and also completed his post-graduation in the same discipline from the Dhaka University. He also awarded by a Diploma in Education degree from the Dhaka University. Mr Haque archived another Master Degree on Public Health from the North South University.
In the year of 1993, Mr Haque joined in the BCS(Admn) cadre as Assistant Commissioner & Magistrate and also the same year he joined at Khagrachari Hill District. He worked as Assistant Commissioner(land) at Mohalchari, Khagrachari and also at Delduar Upazila under Tangail District. As Upazila Nirbahi Officer, he worked at Gazipur Sador Upazila, under Gazipur District. He served as Senior Assistant Secretary in Power Division, Ministry of Power, Energy & Mineral Resources, Ministry of Youth and Sports. As Deputy Secretary, he worked in the Ministry of Fisheries and Livestock, Ministry of Health & Family Welfare. As Joint Secretary, he served with the Ministry of Health & Family Welfare and as Additional Secretary, he worked in the same Ministry and also in the Ministry of Housing and Public Works, Energy and Mineral Resources Division under the Ministry of Power, Energy & Mineral Resources. As a part of Govt. duties, he travelled and took training on negotiation, capacity building, skill development from China, Japan, Russia, South Korea, Switzerland, France, Germany, Belgium, India, Saudi Arabia, United Kingdom, USA, Turkey, Malaysia, Canada, Indonesia, Maldives, Sri Lanka and many other countries around the Globe.
Mr. Haque joined the Ministry of Planning after being promoted to the post of Secretary on 9th February 2022 and lastly, he served successfully as a member (Secretary) of Agriculture, Water Resources and Rural Institutions Division and Industry & Power Division till 3rd March 2024. On 19th June 2024, Mr Haque joined IIFC as Managing Director. His spouse name is Mrs. Selina Haque and they are blessed with two sons, named AKM Bahalul Haque (Pallob) and AKM Samiul Haque (Arnob).
Md. Zasim Uddin

Mr. Md. Zasim Uddin is the Executive Director (Finance & HR) and Company Secretary of the Infrastructure Investment Facilitation Company (IIFC), a government-owned company under ERD, Ministry of Finance. He also serves as a Consultant for IIFC on various projects. Over his career, he has completed around 60 projects for different ministries in various capacities. Before joining IIFC, he was the Executive Director of Ashrafee Group of Companies. He brings over 23 years of experience in Corporate Affairs, Legal and Compliance, Assurance and Taxation, Cost Audit, Finance and Accounting, Human Resource Management (HRM), Performance Management Systems (PMS), Organizational Reform, Capacity Building, and Project Management. He received the HR Excellence Award from the Indian Society for Training and Development (ISTD) in 2023 in India and is a certified Emotional Intelligence graduate.
Currently, he is working on several assignments. He is serving as the Financial and Economic Analyst for the construction of the Trishal 132/33kV Grid substation under BREB. Additionally, he is the Team Leader for the Feasibility Study of the project titled Construction of Residential Buildings in BIM Dhaka Campus. Furthermore, he is involved as the Financial and Economic Specialist in the Consultancy Services for the Feasibility Study of the Bangabandhu National ICT Academy (BNICTA).
He has successfully carried out numerous projects at IIFC. As a Financial Management/Costing Specialist, he conducted a feasibility study for a project aimed at operationalizing the NSDA, building its capacity, and strengthening the Industry Skill Councils (ISC) under the National Skills Development Authority (NSDA). He served as the Institutional Expert for the revision and updating of a previous study report on bus route rationalization and company-based operation of bus services in Dhaka under the Dhaka Transport Coordination Authority (DTCA). As an HR Expert, he completed a feasibility study for upgrading Pabna Mental Hospital to international standards and establishing a full-fledged mental health services unit in the divisional level medical college hospitals under the Directorate General of Health Services.
He was the Financial Analyst for the feasibility study of six PBSs under the Modernization and Capacity Enhancement of BREB Network (Barisal Division) Project under the Rural Electrification Board (REB). As a Corporate Affairs Specialist, he conducted a competency assessment for the capital restructuring of B-R Powergen Limited. He served as the Human Resource Specialist in conducting performance audits of power generation and distribution units of power sector entities under the Ministry of Power, Energy, and Mineral Resources.
For the Bangladesh Petroleum Exploration and Production Company Limited (BAPEX), he was the HR Management Expert for an institutional and capacity needs assessment study, redesigning the existing organogram with personnel allocation and detailed job descriptions. He also worked as a Company Affairs Specialist for Petrobangla on a competency assessment for share offloading of companies. He acted as an HR Consultant for the Bangladesh Power Development Board (BPDB) project, which focused on the reform of BPDB into a holding company. Additionally, he provided management consultancy services for the North West Power Generation Company Limited, an entity under the Bangladesh Power Development Board, funded by JICA, where Deloitte India led the assignment, serving as the Deputy Team Leader and Performance Management System (PMS) Consultant.
He is a Fellow Member of The Institute of Cost and Management Accountants of Bangladesh (ICMAB) and the Institute of Chartered Secretaries of Bangladesh (ICSB). Additionally, he is a Life Fellow of the Institute of Personnel Management (IPM), Bangladesh, and a Member of the Institute of Management Consultants of Bangladesh (IMCB). He is also a Fellow Member of the Bangladesh Society for Human Resource Management (BSHRM) and a Life Member of the Bangladesh Society for Total Quality Management (BSTQM). Furthermore, he is an Associate Member of the Bangladesh Economic Association (BEA) and a Member of The Institute of Internal Auditors, Bangladesh. He holds a General Membership with the Bangladesh Society for Training & Development (BSTD), and is a Fellow Member of the Bangladesh Organization for Learning and Development (BOLD). Additionally, he is a Life Member of the Bangladesh Supply Chain Management Society (BSCMS), the Bangladesh Accounting Association (BAA), and a Member of the Dhaka Taxes Bar Association (DTBA).
Muhammad Shamsur Rahman
- Executive Director (Physical Infrastructure), IIFCMr. Rahman is an Executive Director (Physical Infrastructure) of Infrastructure Investment Facilitation Company. He obtained his engineering degree from Bangladesh University of Engineering and Technology (BUET) in 1988, Masters in Business Administration (MBA) from the Institute of Business Administration of Dhaka University in 1994, Postgraduate Diploma in Islamic Banking and Insurance from UK and Chartered Financial Analyst (CFA) Level I from CFA Institute, USA in 2000.
Mr. Rahman is one of the pioneers who made the government and private sector stakeholders aware of the PPP potentials in Bangladesh. He has been serving as a PPP Expert for the last 20 years. He possesses an attractive combination of commercial and PPP skill. He contributed significantly in more than 40 PPP projects. He has a multidisciplinary experience with a diverse set of skills in PPP capacity development, policy development, institutional reform, regulatory framework development, PPP commercial analysis and model preparation, risk analysis, enterprise restructuring etc.
Ali Mohd. Al-Mamun
- Executive Director (Power & Energy), IIFCMr. Ali Mohd. Al-Mamun is the Executive Director (Power & Energy) of Infrastructure Investment Facilitation Company (IIFC) with effect from 16 August 2023. He obtained his B.Sc. in Civil Engineering degree from Bangladesh University of Engineering and Technology (BUET) in 1986.
Prior to joining with IIFC he worked as Director (Operation & Mines) in Petrobangla under Energy and Mineral Resources Division. He started his career in energy sector from Bakhrabad Gas Systems Limited (BGSL) in August 1987. Later he joined Gas Transmission Company Limited (GTCL) and worked here about 21 years in different positions. He was the Project Director of 13-storied (with 2 basements) GTCL head office building construction project. He served as Managing Director of Karnaphuli Gas Distribution Company Limited (KGDCL), Gas Transmission Company Limited (GTCL) and Titas Gas Transmission & Distribution Company Limited (TGTDCL) under Petrobangla. Moreover, he was the Board Member of Petrobangla, TGTDCL, GTCL, KGDCL, BGFCL, PGCL, MCMCL and NWPGCL (An enterprise of BPDB) and participated in actively for taking decision of companies/organizations activities, planning, policy making etc. He has approximately 35 years of work experience in the gas sector of Bangladesh. He attended numerous conferences, seminars, workshops and training programs in home and abroad.
Throughout his long journey in energy sector, Mr. Al-Mamun has obtained vast experiences in system planning, project management, feasibility study, environmental study, design and construction of gas transmission & distribution pipelines with associated facilities, international codes, standards & practices, system operation, maintenance work, testing & commissioning of pipelines, HDD river crossing, on stream pigging activities, SCADA, ERP/EAM, LNG supply management, worked with technical group for installation of FSRU & cross-border pipeline, procurement management, preparation of tender documents, tender evaluation, tender award, negotiation & execution of contract, civil construction work, construction of multi-storied building, government policies relation to design & development, human resource management etc.
Munsi Shahid Anis
- Additional Director, IIFCMr. Munsi Shahid Anis is the Additional Director of the Infrastructure Investment Facilitation Company (IIFC). Mr. Anis had his MBA degree in Finance and Banking, MSc in applied Math, BSc in Math and PGD in Financial Management. He has extensive training in procurement management and Public Private Partnership (PPP).
Mr. Anis has more than 15 years’ diversified experience of consultancy services as PPP Commercial Expert, Project Development Specialist, Project Management Expert, Survey specialist in more than sixty projects (ICT, Roads, Bridges, Railway, Impact Assessment, etc.). He has been the Team Leader and Deputy Team Leader in various projects. He has also have experience in more than thousand technical and financial proposal writing. During his tenure, he has worked with many Government-Non Government clients, Development Partners and many International companies.
Mr. Anis is also involved in various organizational activities; he was the formal General Secretary of Khulna University (KU) Mathematics Alumni Association, Executive Member of KUAA Committee. He is Life Member of KUAA, KUMA, Registered Graduate Member (Senate voter) of KU.
Shyamal Chandra Nath Talukder
- Additional Director, IIFCMr. Shyamal Chandra Nath Talukder is an Additional Director in the Infrastructure Investment Facilitation Company (IIFC). Prior to his joining IIFC, he served Bangladesh Export Processing Zones Authority (BEPZA) for about 15 years. Mr. Talukder had his M. Sc. in Economics from the University of Calcutta and B. A (Hon’s) in Economics from the Rabindra Bharoti University. He also obtained M. Sc. in Health Economics and Master’s in International Trade and Business from the University of Dhaka.
Mr. Talukder has experience in the appraisal of development projects specifically economic and financial modeling and analysis of various sectors like economic zones/export processing zones/hi-tech parks, power and energy, transportation, health, education etc. He has also experience in public policy analysis/formulation and reforms, and analysis of cross-section and multivariate timeseries and panel data using econometric techniques. In addition, he has experience in empirical research in the field of economic growth and development, energy economics, education economics, and so forth.
